The positive existence claim has the burden of proof, or does it?

 It is often argued that if you are making the positive existence claim, you have the burden of proof. Thus 

1) God exists

has the burden of proof, while

2) God does not exist

does not. 

Similarly

1) The external world exists

has the burden of proof while

2) The external world does not exist

does not.
